To qualify you need to have lived in Lee County Illinois or Sterling/Rock Falls Illinois for a minimum of 1 year and be willing to reside in Dixon Illinois. You also must have a housing need. For example: insufficient plumbing, poor heating, leaks in the roof, overcrowding (three to a bedroom), unsafe or unsanitary conditions.
